In a move to accelerate its digital economy, the Government of Sierra Leone will partner with the SIGN Foundation to design and roll out new national digital systems powered by blockchain technology.
A Memorandum of Understanding signed today, November 6, 2025, between the Ministry of Communication, Technology and Innovation (MoCTI) and the global infrastructure non-profit lays the groundwork for a sovereign blockchain network.
The planned infrastructure includes a national digital identity system, a digital wallet platform, and a framework for asset tokenization. Officials stated these systems are intended to boost financial inclusion, improve transparency, and modernize how citizens access public services.
The SIGN Foundation will provide technical expertise and help secure investment for the projects. Local implementation and coordination will be managed through Felei TechCity, the government’s innovation zone, to ensure skills transfer and capacity building.
At the signing ceremony, Hon. Salima Monorma Bah, Minister of Communication, Technology and Innovation, called the partnership a “defining step toward building the digital backbone” for the nation’s future growth.
A joint committee will be established to co-manage project funding and help shape national policy for blockchain and digital assets.
