ACC SECURES 40-YEAR IMPRISONMENT AGAINST FORMER UBA OPERATIONS HEAD

The Anti-Corruption Commission (ACC) has secured the conviction of Frederick Caulker, former Head of Operations at United Bank for Africa (UBA), on four counts of corruption following a High Court ruling in Freetown on Monday, 19 January 2026.

Presiding Judge, Honourable Justice Aiah Simeon Allieu JA, sentenced Caulker to a total of 40 years’ imprisonment — 10 years on each count to run consecutively — or to pay a fine of Le100,000 on each count, amounting to Le400,000.

The court also ordered Caulker to pay restitution of Le1,980,233.40 into the Consolidated Revenue Fund within 90 days, representing the total amount of public money he misappropriated.

The conviction follows charges of Misappropriation of Public Funds, contrary to Section 36(1) of the Anti-Corruption Act of 2008, as amended in 2019.

According to the ACC, Caulker unlawfully diverted PAYE and Withholding Tax payments made by the Small Holder Commercialization Agri-Business Development Project (SCADeP) from the National Revenue Authority’s designated account into unauthorized accounts while serving at UBA.

The Commission noted that the case was reported by UBA’s Managing Director, who also cooperated fully with investigators.

The ACC commended UBA management for its support and reassured the public of its commitment to protecting public funds and fighting corruption in Sierra Leone.
