Freetown, November 7, 2025 – Supreme Court Judge Justice Allan B. Halloway has formally called for a Judicial Ethics Committee to probe Chief Justice Komba Kamanda. The demand comes in a sharply worded letter alleging serious misconduct.
Justice Halloway’s letter accuses the Chief Justice of abuse of power, human rights violations, and a coordinated effort to push him from the bench. The conflict began after Halloway filed an August complaint against Kamanda for alleged constitutional and ethical breaches.
According to the judge, his suspension on September 15th followed those initial complaints. He labels the suspension unlawful, arguing it lacked proper authorization from the President. He claims the Chief Justice orchestrated the move through the Judicial and Legal Service Commission.
The letter further describes Justice Halloway’s subsequent interdiction and an alleged unauthorized entry into his chambers, where personal items were taken. He also contends the Chief Justice allowed defamatory media stories intended to damage his reputation.
Beyond the personal allegations, Justice Halloway warns of damage to the nation’s legal education. He states the Chief Justice removed fundamental subjects from the Law School’s curriculum, a decision he says creates poorly prepared lawyers and weakens the justice system.
Justice Halloway has issued a seven-day deadline for the Chief Justice to establish the ethics committee. If no action is taken, he plans to seek a court order to force compliance. The letter was circulated to numerous national and international officials and human rights organizations.
